Primary Responsibilities:
1. Structural Assessment & Safety Evaluation
• Lead rapid and detailed structural damage assessments (RDAs) of homes, schools, hospitals, WASH facilities, and community infrastructure.
• Classify structures using internationally recognised frameworks (e.g., ATC-20, ASCE) – categorising buildings as Safe, Restricted Use, or Unsafe.
• Identify hazards including structural instability, unexploded ordnance proximity, contaminated materials, and utility failures.
• Produce clear, evidence-based assessment reports with photographic documentation and GIS-referenced data.
2. Rehabilitation & Reconstruction Planning
• Develop detailed rehabilitation or reconstruction plans, technical drawings, Bills of Quantities (BoQ), and cost estimates for approved structures.
• Prioritise work plans in coordination with the Aid Pillar Director and department leads (education, health, shelter).
• Ensure designs comply with Palestinian and international building codes, seismic standards, and accessibility requirements (including disability-inclusive design).
• Integrate sustainable and context-appropriate construction techniques suited to Gaza's operating environment.
3. Site Supervision & Quality Assurance
• Supervise active construction and rehabilitation sites, ensuring works are carried out to the approved design, specifications, and quality standards.
• Conduct regular site inspections and produce inspection reports at key milestones.
• Deal with contractors and suppliers, verifying materials and workmanship before approving progress payments.
• Ensure health and safety compliance across all sites, with particular attention to high-risk environments.
• Set daily and weekly field schedules, coordinate logistics, and ensure all team members adhere to safety protocols.
• Supervise other personnel working on project site as requested.
4. Reporting, Data Management & Coordination
• Maintain accurate records of all assessed and rehabilitated structures in HEAL Palestine's project management and GIS systems.
• Prepare weekly progress reports, monthly project updates, and donor-facing technical reports as required.
• Liaise with local authorities, community leaders, and beneficiary households throughout the project cycle as requested.
5. Materials Sourcing, Price Negotiation & Supply Chain Coordination
• Conduct regular market assessments to identify available construction materials, their quality, origin, and pricing within Gaza.
• Lead price negotiations to secure best value while ensuring compliance.
• Prepare and maintain a dynamic material availability and price database to inform BoQs and budgeting.
• Coordinate with the logistics team and UN clusters as requested (Shelter, Logistics Cluster).
• Plan ahead for long-lead items.
• Oversee on-site material storage, inventory control, and quality assurance upon delivery.
• Work with suppliers to prepare and stage materials in advance of construction start dates, ensuring readiness and reducing downtime.
Requirements:
Essential
• Bachelor's degree or higher in Civil Engineering, Structural Engineering, or a closely related discipline.
• Minimum 5 years of progressive professional experience in civil/structural engineering, with at least 2 years in humanitarian, post-conflict, or emergency reconstruction contexts.
• Demonstrated experience conducting structural damage assessments and preparing rehabilitation/reconstruction plans.
• Proven track record of leading and managing field engineering teams.
• Proficiency in structural analysis software (e.g., SAP2000, ETABS, or equivalent) and AutoCAD/ArchiCAD.
• Strong skills in technical writing – able to produce accurate reports, BoQs, and engineering drawings.
• Fluency in Arabic; working proficiency in English (spoken and written).
Desirable
• Familiarity with UN Shelter Cluster, OCHA, or humanitarian coordination mechanisms.
• Knowledge of GIS tools (e.g., ArcGIS, QGIS) for spatial data capture and mapping.
• Experience with WASH infrastructure, health facilities, or education sector construction standards.
• Certifications in humanitarian standards (Sphere, CHS) or structural assessment (ATC-20 or equivalent).
• Membership of a recognised professional engineering body (e.g., Palestinian Engineers).
